Welcome to the PayPal Community. I'm sorry to hear you're running into an issue responding to that message. Normally that issue is related to some kind of block on your mobile phone provider's side. I would recommend reaching out to them first to see what issues may be present.
If they are unable to assist further, I'd recommend reaching out to our Customer Support to see what kind of verification needs to be completed. You can reach Customer Support by clicking Contact at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
