im unable to add my bank of Scotland debit card to my pp

Recently i successfully added my bank account to my pay-pal but unable to ad my my debit card which is also of same bank and of same account , bank of Scotland. what would be the problems and whats will be the solution ?

Have you any idea why im getting this error ?

m unable to make payment as i have balance in my account but whenever i try to send money to any one its give me error i receive this error "We can’t send your payment at the moment. If you keep running into this issue, please contact paypal."  even i wanna send donation to Ati atihan its giving me error.. what should i do.,. i also have bank attached with my paypal
