is Notice of Policy Updates email spam?

Is this "Notice of Policy Updates" I got today in gmail spam?
I also got an email in my gmail spam folder "Action required: Confirm your info to keep a PayPal Balance" which the community has identified as spam.
when I float the mouse cursor over any of the links in both emails it shows
https://epl.paypal-communication.com/H/.......................
https://epl.paypal-communication.com/T/..................
and a bunch of nonsensical numbers
when I logged into my paypal account I didn't see anything about a policy change other than a "Confirm your info" notification.
So I'm assuming that both emails are spam. I did not click on or respond to the emails.

Thank you for your post! There has been an email sent recently regarding a notice of policy updates, but it's really great that you're being cautious!
You can always opt not to follow a link in an email if you're concerned about its safety, and instead navigate to the PayPal website, click Legal at the bottom of the page, and scroll down to Policy Updates.

@PayPal_Olivia: I am almost convinced that PayPal does send mails with links to <removed> etc., but this is not confirmed on https://www.paypal.com/us/smarthelp/article/how-to-spot-fake-emails-faq2340 or by a search for this domain (https://www.paypal.com/us/smarthelp/search?q=epl.paypal-communication.com). Please get a statement onto that how to spot fake emails article about the status of <removed>!

In rare cases, PayPal may include a link in an email, which is why there are other factors to consider when determining if an email is legitimate or not. Trusting any email domain completely will leave you open to clever fakes. It is also possible that PayPal will use secondary domains for communication.
If you received a notice of policy updates like the original poster did, you can check safely by clicking Legal at the bottom of the PayPal website and checking for Policy Updates at the bottom of the list of links. The particular update that the original poster received was referring to a new policy for US customers it is necessary to take steps within your PayPal account to provide information in order to hold a balance. It was also reported in the Policy updates page at the same time and could be confirmed there.
Any time you can complete any needed steps without clicking a link, that is always the safest option. If you have doubts about an email, please feel free to forward it to spoof@paypal.com for review.
