have a 17 year old who wants to set-up a paypal account but I can see you have to be 18. Is there a way to set-up a child account under my profile?

Sadly not as you are only allowed 1 person on a personal paypal account and you are only allowed a max of 2 paypal accounts if 1 is personal and 1 is business.
Its also against paypal rules to allow another person access to your personal paypal account.
Best bet would be wait till he is 18.
Don't be tempted to use a fake DOB as when he has to verify even if over 18 when he finds out the account would be permanently limited.
Advice is voluntary.
