US Territories (Puerto Rico) and PayPal Debit Card

I know that unfortunately, Puerto Rico members of PayPal cannot apply to a PayPal Debit Card. But we don't know WHY, and since many years I have been asking in this forum and by via email to PayPal the specific reasons for this denial and I have never received an answer. In the past, we could apply (I used to have one) but now I can't.
If somebody out there can help with this matter, I could be grateful.

Not really sure anyone here has an answer for you. Although the card has the PayPal logo on it, it's issued by The Bancorp Bank, Wilmington, Delaware, an FDIC insured member institution. As part of their card agreement statement, the requirements are: you are at least 18 years of age (or older if you reside in a state where the majority age is older); (ii) you are a U.S. citizen or legal alien residing in the United States or the District of Columbia; (iii) you have provided us with a verifiable U.S. street address (not a P.O. Box). Sadly there is no mention of Pureto Rico or any other US Territory.

Sorry but the main questions wan not answered correctly. I've been dealing with this problem since I started as a paypal member. It's so frustrated and feels like been rejected because Puerto Rico is not a formal US state. No body can deny tha fact that is a matter of controling the territory because as fas as I know all the existing banks here in Pueto Rico are FDIC official members not mentioning those that are International Banks. Right now there's a lot of paypal members talking about taking this to our Resident Commissioner in Washington to solve this like the Amazon Shipping issues with Puerto Rico last year.
This situation has gone beyond transfering money to traditional banks only. At this moment we can't even apply for a paypal prepaid master card because the services is not available for US territories. That sounds like a bunch of craps because the prepaid card is issued by Paypal and all you can do is activate it with you paypal account and use it with your own paypal balance. The thing is that is affecting also the Master Card Brand because MC and Visa they're always advertising that you can use their cards in any place their accepted around the world, well surprise my friends we accept Visa and Mastercard here in PR but guess what Paypal restrict their cards here in PR because we don't deserve their cards because we're not US State yet.
And please don't give me the crap that you haven't solve the Bank communication or protocols issues we are living the digital revolution right now and since I can transfer my money from paypal to my "traditional bank" your excuses became unrelevant.
BTW I received my master card prepaid card and guess what I can't use my paypal balance because the services (I don't know what by services they refering too other than receiving money to my PP account and use it like a normal person does with a visa or master card) is not available for Puerto Rico and other US territories.
So I will buy on ebay a very nice small art frame to put the card on one of my office wall as a souvenir. Thank you!!

What a bummer, oh well lets wait until the PayPal CEO or any of them who cares learn that we don't need to beg for a visa like many Americans think. It is ignorant of a company to not acknowledge us as american citizens. I expect some excuses like: We don't send cards out of the main land, or we don't send to territories, only hawaii and alaska. That excuse is old, is not like we don't have USPS posts offices all over us.

Hi, I know this is maybe a bit too late, but I'm from Puerto Rico and I have the debit card.... although I don't really know what to do with it, lol

Let's open a petition at www.change.org! Paypal need to stop banning Puerto Rico from its services! It's not logical! We are part of United States! Our current status is not even Common Wealth anymore! If we are AMERICANS, we should be treated as AMERICANS! I need the debit card urgently!
