Why is there an ATM fee at Chase bank

I've been withdrawaling money from PayPal through Chase ATM for years.  I've never been charged an ATM fee other than the $1 PayPal fee.  So yesterday, I go to the Chase ATM to withdrawal money just like I always do.  It says "this ATM charges a $3 fee".  When did that happen?

I got charged like 6 times already. I think if the ownership changes, there must be notification. They cant just be secretive about it and hide fees. I want my fees back. Anyone else???

Banks stole alot of $$$ already!

Lets do something about it!!!

It is the BANKS charging these fees....It has been all over the news.  Banks are comming up with ways to steal our money every day.  And to top off, it's perfectly leagal.  Some of them are even charging to use your debit card to make purchases at stores and gas stations, etc.

I emailed Bancorp and received two different responses - from 2 different PayPal reps.

snipped:

1) "I understand you were using Chase Bank ATMs and have reported that previous use of Chase ATMs did not involve ATM fees and now there is a $3 ATM fee per withdrawal. The fees assessed by ATMs are controlled by the financial institutions who own them and not PayPal. We do not have any agreements with any financial institutions for free ATM withdrawals."

snipped:

2)  "PayPal charges a $1.00 fee when using your card at an ATM. The institution that owns the ATM may also assess a fee which will be displayed to you before continuing to process the transaction. It appears that recently some ATM networks have updated their system to now charge a fee. We do not have a list of ATMs that do not assess a fee. Please contact the ATM owner as they set the fees for the transaction."

I just got the fee today also (never had before at a Chase ATM). I had to do a double take. Had no idea they switched banks... thanks for posting this and the bancorp info.

I was wondering the same. I could eat a $1 fee, but 4 now, is ridiculous. Guess I have to go back to bank transfer.

Since I got my PayPal debit card, I've been charged  every time I withdraw cash from an ATM.  I thought it

was $3 but recently while I was looking at my detailed statements I noticed that there is an additional $1 charge

that does not show on the main transactions page.  I was told by PayPal that the charge is "the cost of

doing business".    Isn't that what the 2.9% of all my eBay transactions is for?  This is just another eBay/PayPal

rip-off.

Regarding the previous post that states:

I understand you were using Chase Bank ATMs and have reported that previous use of Chase ATMs did not involve ATM fees and now there is a $3 ATM fee per withdrawal. The fees assessed by ATMs are controlled by the financial institutions who own them and not PayPal. We do not have any agreements with any financial institutions for free ATM withdrawals."

I DON'T BELIEVE THIS FOR A MINUTE.  I can use my bank debit card at non-affiliated banks to  withdraw cash and there is $0 charge.
