Hello there,
I know that I am not the only one who is experiencing this issue. I have seen a lot of people complaining about this and they didn't get an official response from PayPal yet: I got some money from someone who asked me from my services.
Now, after PayPal is informing me that a part of the amount was charged as a fee, PayPal doesn't let me choose my MasterCard Credit Card to withdraw my money. The www.paypal.com/wdfunds keeps asking me to add a Visa Card. However, the user agreement states clearly that:
"6. Withdrawing/Redeeming E- money
6.1 How to Withdraw/Redeem E-money. You may withdraw funds by electronically transferring them to your bank account (this withdrawal/redemption functionality is sometimes known as “transfer to bank”) or if you are a registered user of a Credit Card Withdrawal Region, your branded MasterCard or Visa card. Some jurisdictions may permit you to withdraw funds to either your bank account or your card. The bank account into which you request the redemption of E-money must be denominated in the home currency of your Account. Balances must be redeemed in your home currency – see section 6.4 if your Account holds a balance in multiple currencies."
So, how in the heck should I get my money from PayPal without me making another credit card (Visa) to wait 10 days to get ahold of my credit card, another 2 days to get it verified via PayPal and then another 2 days for the payment to get done?
Why is PayPal lying to this user agreement if they aren't permiting anyone to use MasterCards anymore?
This thing bugs me a lot. I need the money I worked for, I don't need PayPal to mess around with our money.
I sent emails telling them about this issues and their website is "lying" again that they will be back in touch with me in 24h tops. All I see, as a reply, is a [edited] autogenerated email with the stupidest howto's to solve some things similar to my issue (according to that mail).

You can't withdraw to a card in the US.

There are certain countries that could withdraw to cards.
The Card Withdrawal Regions include: Bulgaria, Cyprus, Estonia, Gibraltar, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Romania, San Marino, Slovakia and Slovenia.
Reports go back as far as 2 years from internet search that Paypal only allows withdrawal to VISA card in most cases. Mastercard is supported only for payments but not withdrawal. If you want your money faster than applying for a Visa credit card, get a prepaid Visa card from a store. Register it on the website found on back of prepaid card, then add/confirm it to your PayPal account.

I am in USA,about 15 years ago,I have a shop on YAHOO SHOPPING with a merchant account to accept credit card online.
Every evening,Yahoo will send all the credit card transactions thru a system or platform and it takes 2-4 days to show up in our bank account.
Then an IT guy from Yahoo told me if I want my money faster,I should not sign up with my bank account as the infrastructure of bank transfer ACH is old and antiquated.
Register with a credit card issued by my bank and the infrastructure is modern and faster,it takes half the time.
The end result is the same,it ends up in my bank account ,except it is much faster.
So fast forward 15 years later,why is Paypal using ACH as it is slow ,why cant it encourage us to use the bank credit card/debit card.if what the YAHOO IT guy said is true?

But the OP don't look like he want to wait to apply for a Visa debit/credit card. I would imagine a Visa prepaid card is quicker to get. Just buy one at a store, register it online and add it to PayPal account. The card test charge/confirmation process shouldn't take too long. A day or two.
In the UK, transfer to bank takes less than the 3 to 4/5 days we have in the US. 1 or 2 if not same day transfer.

@kernowlass, I am from Romania. As @sharpiemarker said, the transaction should be possible since I am included in Card Withdrawal Regions.
Prepaid Visa Cards aren't available in Romania - apparently they exist only for MasterCard at the moment.

If you are in Romania and cant get a prepaid Visa card and Paypal would not work with Master Card,then the only option you have is to download your Paypal balance to your bank account with a Romanian bank.
In USA,we can also ask Paypal to send us a check,but I dont know if this is offered in Romania/

I can't seem to find a place where I can add my romanian bank account in order to download my PayPal balance. The only accounts that are permitted are from US.
Is there another link that can be used to add a bank account which is non-US?
