They won't let me delete my bank account and/or credit card

I had recent purchases, and all and everything was paid for. I want to remove my credit card from my account, it is one i do not use much, and wanted to add a more recent one with a higher balance. I also wanted to remove my banking info. I do not like this being on the site at all. But when I tried, I kept getting the messages to the likes of ''pending transactions'' and ''cannot remove at this time''. I called Paypal about this, they told me that after a certain date, I would be able to remove both. Well I can't, and I am getting the same messages!
Can someone suggest a way to reslove this, since calling them did nothing for me. I am back to square oneThey assured me I could remove my banking and credit card info.
I am angry at this.. enough to want to delete ALL MY ACCOUNT INFO PERMANENTLY.

Closing an account:
Before you close your account please be sure there’s no money in your PayPal balance and that your financial details have been removed. If there is a balance, withdraw the money to your bank account. Once your balance is zero, remove your bank and card details.
These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To close your PayPal account:
- Log in to your PayPal account.
- Click the
'Settings' icon near the top of the page.
- In the 'Account options' section, click Close your account and follow the instructions.
We may ask you to confirm ownership of the account before it can be closed.
Note: It’s not possible to reopen an account once it has been closed but you can sign up for a new account instead.
Advice is voluntary.

I did not want to have to delete my paypal. But if this is the only way to get my banking info off this site, so be it.
They refuse to reply to my messages. A call to them was USELESS.
Very angry that this simple little matter seems to get the runaround with no help.

Just call them on the free phone number and they will do it for you instantly after you answer a couple of security questions.
I had a similar problem and couldnt remove a card and old account ,it turned out ,Years back I had a problem with a seller on Ebay,which was all sorted but it didnt clear completly on my Paypal account,so needed a little human intervention to clear it.
Once done account and cards removed instantly ,they were very polite and helpfull.
Just call it dosnt cost you anything. If your still not happy they will remove everything for you,but remember you will not ever be able to purchase anything again that requires instant payment via Paypal.
Also go to your bank and remove your direct debit authorisation for paypal.

I'm having the same issue.
Yesterday I got a new bank account and withdrew all funds from the old one. I added my new account to PayPal and set it as primary, assuming all recurring transactions would deduct from the primary account. I was unable to remove the old bank account when I tried, even though no pending transactions were listed. Today, the recurring transaction I had set up hit the old bank account rather than the preferred method, thereby overdrafting my bank account. There is no explanation on the site that the recurring transactions do not automatically deduct from the preferred funding method, which is how most recurring billing set up situations work (credit cards, utilities, etc...).
I feel like I do not have control of my money with PayPal. Were it not for the fact that the charities I contribute to only use PayPal as an option, I would delete my PayPal account entirely. The idea that I can not control my own money is very stressful to me.
I've been a customer over a decade, but I no longer feel that PayPal is a trustworthy product.

I had a dispute with and company that I used Pay Pal as the purchasing agent. Filed a claim a, 7 weeks after the item was supposed to arrive and Paypal sided with the company because after they contacted them (7wks later) they said they would send it. Never received the $15 purchase. Wanted to delete banking information and close account with PayPal and I kept getting an error the computer when I tried. So I called Paypal and Ian in accounts said if I had made a purchase within 180 days I couldn't close it. I told him all transactions had cleared. He then tells me I would need to call my bank bc there were billing agreements with other entities. Well, Paypal has nothing to do with online billing through my bank. I asked for a supervisor and got put on hold for 30 mins. Long story short I called 4 different times and after getting the runaround and I'm guessing them adding notes to my file the guy finally deleted my information. So my advice is to stay on them because my next move was to find an attorney. They have no right to store my banking data and if I had to find the governing body over Paypal, believe me I would have. I will now use Google Wallet to send and receive money.
