Am i able to still transfer money from my paypal to my bank under limitations. Of which i dont understand cuz this is a personal account not a business one and they want me prove my shipping but there isnt any due to no business transaction taking place.

Personal accounts can still receive money for casual sales that require shipping hence why. You can also write a letter explaining why you don't have proof of shipments, pdf it and upload it to the limitation case.
