I have a debt in PayPal and I would like to pay it up by transfering money from someone else's bank account. Is this possible.

No, can't link a bank account that's not under your name or the name that is on the PayPal account. IF that person can sign up for a PayPal account and link their bank account to it, they can PayPal you the money using the bank account as payment method or add funds first from the bank account to their PayPal balance and once the money reaches your PayPal balance, it will go towards the PayPal debt.
