Cannot link USD bank account in wallet

Hi, I am trying to add a new bank account to my PayPal wallet.
Here is the complication with that: the bank account is in USD with an Australian bank in Sydney (CBA). USD account is required to transfer money to another USD account in Singapore. When verifying the account, Paypal tries to send a small amount of AUD to that account, which is (rightly) rejected by the bank, as the account is in USD. Seems it is not possible to configure the currency of an account. If the currency was AUD could not do the transaction due to high transaction cost (~10%: currency conversion/spread plus PayPal fee). The only way possible to set this up would be to open a bank account in the US and then transfer money to the US. In step two, Paypal can transfer the funds to the target account.
When calling Paypal service, I got the advice that only AUD can be sent, and no other method of account verification is possible.
Has anyone had a similar problem and how to resolve this?
