Error 503 while trying to transfer funds to bank account, Transfer Funds button unavailable on app

Every other function on the website and app works fine so its definitely not a connection issue.
Has anyone experienced such issues before? Any troubleshooting ideas would be appreciated.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
