I am looking to avoid being assessed a foreign transaction fee for retail purchases using my paypal account at retail vendor (Gymshark). The site takes VISA, for which my credit company charges a foreign transaction fee of about 3%. This vendor also takes Paypal. If I use Paypal for a purchase with Discover Card (no foreign transaction fees charged) will Paypal assess me any foreign transaction fee?
