Did you file a dispute on PayPal and escalated to claim? Did you add the return tracking number to the claim?
The only thing I can think of eBay relisting your chit is you have some setting that allow it to relist for you automatically. No one here has access to your Paypal Account or your eBay account. We are just other PayPal users here.
