I cannot add my CitiBank Bank Account to my PayPal Profile

I contacted my bank already. They said there is no problem on the bank's end and I should contact PayPal. I cannot contact PayPal as nobody will reply. PayPal customer service is a joke and if you're lucky enough for them to pick up then you need to deal with an Indian screaming in the mic speaking broken English from her call center in Delhi, India getting paid 2 rupees an hour.
I keep getting this error when connecting my Bank to my PayPal no matter what I do... I tried almost everything; Contacted my bank, Tried my mobile phone, tried different browsers, reset cache, etc... I use to be able to add my account back in early 2019. Now I can't. Help me...

I had the same issue just yesterday, so I assume they have done nothing to fix it. None of the screenshots have come through.
My error just says "something went wrong" Super helpful.

I am sorry to hear about the trouble of adding your bank. You may be unable to add your bank account if:
- The bank account is already active on 2 PayPal accounts. A bank account cannot be active on 3 PayPal accounts at the same time. Try removing the bank account from the PayPal account it’s currently linked to. There is help if you forgot your login details.
- The bank account has been linked to 3 PayPal accounts (in total) in the past. A bank account cannot be linked to any more than 3 PayPal accounts over its lifetime.
- The name on the bank account does not match the name on the PayPal account.
- The bank account is already active on a PayPal account that has a limitation or a balance below zero.
Unfortunately, some bank accounts that are not compatible with PayPal, including most online-only or prepaid bank accounts.
