Link a turkish visa card to paypal

I am Georgian and I have Georgian PayPal account. I need to withdraw funds from PayPal, but I don't have Georgian Visa card. I live in Turkey and is it possible to link a Turkish visa card to Georgian PayPal account and withdraw money? As I know PayPal is forbidden in Turkey. So what's the solution? And another question - If I will make Peyoneer Mastercard with Turkish address will it work for PayPal?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can't add an international card to a paypal account.

You can't add payoneer as paypal does not support it.

You can't use paypal in Turkey, if you try with another countries paypal account it will sadly soon be limited.
