WHen you send money they take out 3% for paypal if you are using a credit card. If you have money on your account and you use your balance to transfer money the amount they receive is what you sent. When you send money and you have a balance on your account, make sure where you are sedning from is your balance and not another source such as a credit card or other source that charges a fee.

Sorry wrong advice.
If the original poster was talking about sending using friends / family then the 'receiver' would not get any fee only the sender.
He is saying the receiver is getting the fee.
Sellers always pay a fee regardless of how you fund your paypal payment.
So if you are purchasing goods you have to expect the seller to receive a lesser amount as paypal is not a free service. They have to pay their staff wages and pay to run the service.
However if you are talking about a family/friends payment which i doubt as you are saying the receiver is paying the fee then its only free if funded from your bank account or funds in your balance.
Advice is voluntary.
