No contact from agent, pending money for an eCheque payment

Hi,

 

Yesterday I contacted PayPal, you told me to answer within a few hours, its been one day and I did not receive any message from you, that's pretty bad...

 

anyway the problem is the payment which I received nearly 5 days ago,

the status is pending - I know what it means but circumstances here are straightly different,

This is not a payment for any item which I sold, not for any service etc This is a simply money transfer to my paypal account from a different paypal account (partial refund for a broken item),

 

For how long do I need to wait to have the access to this funds?

Treat it as a service or virtual item then, marking the transaction as processed or completed. Then ask sender to confirm receipt to release funds. Otherwise, you’ll have to wait after 21 days.

I asked a sender to confirm receipt to release funds, he said okay he will do BUT IT IS STILL PENDING, after 10 hours,

any ideas?

"Delay in eCheque payment

An eCheque payment from xxxx was declined by the sender's bank. We will automatically try to process this payment again in working days. It then usually takes days for the money to be deposited into your account. Please don't send items until you've received payment."

 

This is a email which I got from paypal this morning, when I want to contact live agent online this is only what I am able to see:

"Would you like to send this conversation to a customer support agent? We typically respond within a few hours."

 

THIS IS DISGRACE, why I am not able to speak directly WITH ANY AGENT!
