How can my relative receive money in Peru from my PayPal and can I send her money to her PayPal if she is able to create one? and would she be able to pull money out from PayPal in Peru?

Peru can receive payments but can't withdraw without a US bank account. So the funds are stuck in the PayPal balance to send or buy with.
So they are not able to receive and put the money on in their accounts or Cards?
