Problem linking paypal account to bank account

I am trying to receive a payment from Fiverr but the transfer keeps being rejected by paypal. After some research I noticed that I need to have my account linked to a bank account in order to be able to do this. When trying to do so I get the following error message:

There’s a problem with your account. Please go to the resolution center so we can help you resolve this quickly.

However once I got to the resolution center there are no issues listed. Can someone help me?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
