Proxy Error while validating credit card.

Dear Community!
My old credit card was stolen, so I removed it from my wallet. I got my new card from my Bank not long time ago but I run to error everytime I want to validate it via PayPal. The card is activated by the bank and it's working, I used to shop with it via POS and internet. Attached the error message.

We understand you are trying to add and confirm a new card to your PayPal account but you received an error message. If your issue is persisting we recommend you attempt the action again after these steps: clear cache and cookies, try login from a different browser, or access from a different device.
