If its telling you to do that then the seller did NOT use the refund but used the send funds option instead.

So be careful as they can raise a dispute against a sent transaction for non receipt of item and win as you have nothing to send them and would not be able to provide a tracking number.

The only reason for a seller sending a refund instead of using the refund option is if they want to do as per above OR its over 180 days and the refund option is no longer available.

However if it is over 180 days then they should have used the friends/family option so your funds would not be on hold.

You have several options but would need to give more info on what and why the above happened if you want advice.

All refunds will be sent back to the payment method of your original payment.

If you paid with your:

  • Credit card (including PayPal Credit): your refund will go to your credit card. It may take up to 30 days for the refund amount to appear on your card statement. If the card was canceled or you paid with a prepaid card, contact the card issuer to access your refund. The money will still be sent to this card account.
  • Bank account: your refund will initially go back to the PayPal balance before being auto swept back to the original funding source (bank). It may take up to 5 business days for the refund amount to appear on your bank account. If a refund is issued shortly after you paid, we'll try to cancel the transaction so you're never charged. If we're unable to cancel the transaction, the refund will be processed and sent to your bank account.

if your refund is pending its most likely that your seller has no balance either in their PayPal balance or no funds in their funding source.

WRONG it was not a refund but a SENT payment, otherwise it would not be requiring tracking to release the payment, stop posting incorrect advice.

If it does require a tracking number it is not a refund but a payment.  To avoid disputes from being filed against the buyer it is safe to refund the money and  ask the seller to issue a refund.

How do I issue a full or partial refund?

You can issue a full or partial refund within 180 days from the transaction date as long as its status is "Completed," "Pending," or "Cleared."

Here's how to refund a payment:

  1. Click the Activity tab at the top of the page.
  2. Click All Transactions.
  3. Select the payment you want to refund.
  4. Click Issue a refund.
  5. Under "Total Refund Amount," enter the amount you want to refund. You may have the option to refund a partial amount of the payment.
  6. Click Issue Refund. You'll be directed to a page confirming that your refund has been sent.

If you refund a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller are not returned to you. The amount of the refunded payment will be deducted from your PayPal account.

Any tax or commission charged on the original transaction will be returned back to you, fully or partially, based on the type of refund.

Note:

  • If the transaction only allows for a full instead of partial refund, it's likely the buyer used a coupon or gift certificate. When coupons are applied to transactions, full refunds are the only option. If you'll only provide a partial refund for such transaction, you can initiate a new payment on the Send & Request page to send your buyer the refund amount that you've agreed upon.
  • If you have a balance with PayPal or you have money waiting that you haven’t accepted yet, the refund is paid from it. If you don’t have a balance or money waiting to be accepted, the entire refund will be issued from the primary bank account linked to your PayPal account. Depending on your bank's processing time, it may take up to 5 business days to process your refund even if the refund status shows "Complete" in your PayPal account.
  • You can only issue full refunds on personal payments.
  • Once a refund has been sent, it can't be canceled.

To learn more about the transaction fees, click Fees at the bottom of any PayPal page.
