Screen goes blank when trying to add money from bank account

I see this question asked dozens of times with hundreds of "me too" but no solutions.  Oh well I guess I need to start my own question.

I am trying to move money into my USA paypal account from my USA bank account. See the screenshots below.  When I click on the blue "add" button, it just goes to as blank screen.  I have tried on Chrome & Edge browsers: 

I've also tried it on my phone with the paypal app, but get a different message: 

I've never had so much trouble giving my money to a company before.  Can anyone tell me how to get money into my paypal account?

You can't add funds in the U.S until you have set up a paypal cash account to hold a balance.

Have you done that as per link?

kernowlass, I am currently holding a balance and when I go to my summary screen it says "available in your PayPal cash plus account". So I guess the answer is yes although I don't remember doing it.  After checking a bunch of KB articles about cash plus accounts, it looks like this was done automatically for me back in 2019.
