Try sending a goods and services payment. They might not be able to receive personal payments.
According to the PayPal Egypt homepage, it seems Egypt can request payments for goods and services, send money for goods and services or checkout online and can open business accounts to accept commercial payments but nothing about receiving friends and family payments.
