The merchant said Paypal hold my money so they can't refund

I was charged by SureSwift Capital for the product call WPtouch pro (plugin application) after I cancel subscription, but I got charged for 189$ for another year.
I open a case in paypal Case ID: PP-I-11191481 and paypal resolve the case (close the case) by telling me to contact the merchant and let them refund me.
So I contact the merchant and they replied "I was able to find the payment but it is currently on hold with a dispute so we have not received the payment yet to refund it."
So when will paypal stop holding the money? I can't find a way to contact paypal directly. The message said there is no human available, can anyone find a way to contact a real support?
