Transfer funds to Serbia by Visa

Hello,
I have a Visa debit card that was working for withdrawals from PayPal.
Today I can not transfer funds to that card. The card is valid and it is not close to the expiration date. I am using this card for transfers over a year.
Every time I repeat the same process:
- Click on the "Transfer Funds" button
- Select "Standard" in "How do you want your money?" dialogue.
- On the next screen "Link a card or bank" I select "Card".
- Although the card is already linked with PayPal, I fill in the card info in "Link a card" screen.
- On the next screen I see "Your Visa Prepaid •••• is linked" and the "Done" button.
- When I click on the "Done" button I get back to step #2 ("How do you want your money?").
- If I repeat I end up on step #2 after step #6.
I am not sure if this is related to the new version of PayPal website, yet that is my guess because nothing else is changed (my card, personal information...).
Last transfer to the card was successfully done six days ago.

A quick update:
Today I spoke with PayPal support and I they asked me to wait for the technical department to fix the glitch.
I will update you when I get an answer (up to 72 hours).

After 3 days there is no change.
Today my calls were rejected and sometimes put on mute. Finally, I got to a support assistant who was not helpful. She told me that she can't fix technical issues, which is understandable, but then I was advised just to be patient, to wait and try to transfer from time to time, in days to come. She couldn't tell me when you will fix this technical issue.
One more time, I am deeply disappointed by the way how you process withdrawal issues.

I addressed to @AskPayPal on Twitter. They seemed interested to help me. I sent screenshots of the process, as described above.
In the end, they advised me to wait another 48 hours with this explanation:
Each time you make a payment/withdrawal from your PayPal account it goes through a series of filters to determine how much risk may be involved with that transaction. This system is automated and no manual intervention is possible. As requested earlier, please wait for 48 hrs this should give enough time for the system to reset and remove anything which has been flagged as risky on your account.
Let's wait and see.
Dear community,
Having in mind everything that I described above, do you think that this will be OK after 48 hours, or this is another carrot on a stick from PayPal?

I did everything PayPal support advised:
- Cleared cookies from browsers
- Cleared tracking on Windows using antivirus tool
- Performed disk cleanup
- Didn't log in to PayPal for 48 hours.
Guess what? Everything is the same!!!!
Is there anyone from PayPal who reads these posts?!
I called twice your support. It was a waste of time and money.
On Twitter, I addressed to @AskPayPal. They offered some kind of advice, but it is not working.
BOTTOM LINE
PayPal, I want MY MONEY on MY CARD. You are holding down my money against my will and in contrast to what you claim.
I want this case to be resolved immediately!

This is happening to me now actually, did they solve your problem because by what you wrote here, I am extremely discouraged that it will be solved?

Call PayPal support and ask for URL to the previous version of the withdrawal form. I can't share any address here. I have to point out that the solution exists. All you need is luck to get to the right person from PayPal.
As you can see here, this forum was not helpful at all to me. AskPayPal on Twitter turned out to be a waste of time. On the third phone call, I got lucky to get the support officer called Robert. He was the only person who helped me after 6 days of agony.
