Unable to add TD Bank Debit card

I am trying to add my TD Bank Debit Card in my paypal account. It is not adding. My money is lying there and I want to withdraw immediately. Can you please advise.

Is that bank a virtual / online bank only?

If so then most of those paypal do not accept
