Using a $100 Visa gift card for PayPal. Can I buy a PayPal cash card with it?

Hello. I will receive a $100 Visa gift card in 2 days for receiving my 2nd dose of the Pfizer vaccine. I want to send money to a friend in Germany for an art commission, but I am in the US and she is in Germany. Can I use the Visa gift card to buy a PayPal Cash card? Can the cash card be used to send money to a friend overseas? Thank you for your time.

Welcome to the PayPal Community! While you can add a prepaid Visa / Mastercard to your PayPal Wallet, I would recommend it's fully activated and registered on the proper registration site whether it's Vanilla, Bluebird, etc. Using the prepaid Visa gift card to purchase a PayPal prepaid card wouldn't be something we recommend. I would just recommend making sure it's fully activated and registered and then using it as a funding source to pay your friend for the art commission. Here are a few resources you may find useful:
