Why i cannot withdraw money at my balance?

i have balance in paypal account but when i click to "Transfer Funds" the page show "Error 503 first byte timeout" anyone can assist me?

To resolve this issue, I recommend clearing your cache and cookies, trying another web browser, or even a different device. If the error persists, you can contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
