Why is there a 3% Fee for withdrawing USD?

I pay PayPal over 3% on all US customer sales.

If I have to pay another 3% to withdraw my money that makes it over 6% for all my US sales!!

But only around 3% for UK sales.

 

To be 'taxing' us on the same money twice is appalling.

 

Why has this happened?

 

I am told it is possible to withdraw to a VISA debit card. (Sadly most banks that might be able to help are MasterCard - TransferWise, Starling, Revolut.

 

I then asked HSBC if I could have a USD Visa Card associated with my UK HSBC USD account. They said no.

 

I then added the regularly card details of my UK HSBC account to PayPal.

Withdrawing to that normally would mean I would be subject to PayPal's outrageous conversation rate - around 3% - what a surprise!

 

So I got PayPal customer service to change the currency of my card on their system to USD. That was successful.

This would mean the conversion should in theory take place at HSBC. Still expensive but half the price of PayPal.

 

But the transfer was then rejected by HSBC - apparently I can't receive USD?!

 

I need to phone to understand why.

 

Any other suggestions?
