Withdrawing Alternatives for Papua New Guinea Account user

As apparent 3rd world countries are unable to withdraw money from their paypal account to visa debit bank account for certain reasons I'm not sure of. Is there a solution to this or an alternative for me and/or 3rd world countries with this same dilemma?

I have a paypal account through the US region but when I try to link my account to PNG Bank like Bank of South Pacific, I am not able to link it.
Customer service at BSP said that the Routing number for BSP is usually in this form: BSB# + Account Number;
In other words, you have to put the 6 digits for the BSB branch number first plus your BSP account number and that gives you the routing number. However, Paypal only allows 9 digits since my account is from the US region. Their is no other option to link to a foreign bank account. Many Papua New Guineans are using paypal but not sure why Paypal is not catering to PNG. Does anyone know the work around this?
