I have tried all banks. HSBC is British and refused to assist with cashing any cheques or dealing wit individual customers. Paypal is supposed to cash cheques and I wait for an answer from technical dept. I have an account with an international Bank, UNICREDIT Bank, and they refuse to cash or deposit cheques. No, HMRC refuses to wire the money. The cheque is useless and the only I can work out is to travel to UK and I will be able to cash it in any bank. But I don't want to do that just to cash a cheque. Perhaps a broker or soliciter can do it for a fee if they have a British based bank account. I'm still waiting for one to give me an answer. It looks like they are not interested in earning a few hundred pounds for a few minutes work.

My experience in USA is that US bank where y ou have an account will accommodate you and try to cash the check for you,
have you tried approaching them and said you want to deposit the check in your account?
they can clear your check, bank clear with each other all the time, for foreign check and domestic checks.

No problem in USA and no problem in UK with any bank even if you don't have an account with them , but all the banks I have contacted in Russia including my own international bank account say they no longer cash or deposit cheques ( checks).

I have an account with Unicredit bank in Russia and it is an international bank and has a bank in London but they refuse to cash or deposit cheques of any kind. I have tried all banks in Russia and would have been prepared to tak an account with them. No luck at all. Tried HSBC, a British bank in Russia and again not very helpful. My tax office knowingly sent me cheque that's totally useless in Russia. And no they will not wire it instead.

Paypal does have a check cashing service but will it accept a UK government check or cheque as in UK? This link may help. No problem with USA checks. https://www.paypal.com/us/smarthelp/article/faq3726
