"We’re sorry, something went wrong. Please try again." when trying to link a Visa debit card

Im having a problem linking my debit card to Paypal , the error always appears no matter what I did. Im pretty sure this is the 1st card I link here and the billing address of the card matches with my account's.

Same thing here but with mastercard.

My card has expired and it didn't even let me to update the expiration date since I received a new card. I couldn't do anything with it, so I removed the card and tried to add it again but with new info and the same thing is written above: "We're sorry, something went wrong. Please try again."

I don't know what to do now.
