Associate my Banco Popular Dominicano account with Paypal

I have a Banco Popular Dominicano account and I want to link it to my Paypal account but not through a system that Popular has called tpago, but through my normal Popular account.

When I introduce the route number and the number of my account in the popular Dominicano everything goes normal, the problem is when I introduce the code that they send me to my cell phone to verify my identity that then I get a message that says internal error try later. I would appreciate any help.

You can't add a local bank account in your country.
You can only add a linked card.
The only exception is you can add a U.S bank account to other countries paypal accounts. This is because Paypal is a U.S company.
