Can I add my own credit card on my mom's paypal?

Hi, I'm under so 18 so I have to use my mom's data and in my country we can create a student bank account and I want to add it.. and paypal says that my credit card should agree with my mom's data, but it obviously don't. Btw. We live in same adress, thank you for your response..

You need to be over 18 to create a PayPal account. 

Your account may become limited and you will be unable to complete the steps in order to resolve the limitation.

This will result in your account being permanently limited I'm afraid.
