Can't pay off negative balance

I realized that I stupidly got a negative balance about 3 weeks ago. A few days after realizing that I had a negative balance, I added lots of money to the linked account. Since then, it has been a heck of a time trying unsuccessfully to get it paid off.
1. ONLINE, tried paying it off using my LINKED ACCOUNT: After clicking "Next" on the page to transfer funds from my linked account, nothing happens. I tried on three different browsers that day. During the last 3 weeks, every time I selected my linked account and clicked "Next", nothing happened. Today, still, nothing happens.
2. PHONE, day one: I immediately called PayPal and asked the worker to take the money from my linked account. He said a request was already in process. I thought to myself: "Oh, clicking 'Next' must have done something after all!" It turns out that "request in process" actually applied to the day beforehand when I had not yet deposited my money. So, insufficient funds again. It looked so odd to see 'insufficient funds' when there were more than enough, but when I called the bank, it said Paypal had actually tried the account the day before.
3. WAITING (dumb move): Hoping they'd automatically try again, I waited a few weeks for the money to be taken. Of course, it never was. I kept trying to pay off the negative balance online, clicking "Next" to no avail again and again.
4. PHONE, TODAY: I finally called back, wanting to yell: "Take my money. Please let me pay off my debt!" The robo voice message was that my account has been placed with a partner company because of its negative balance. Fair enough. I was still stuck on the idea of paying the money from my linked account and the guy I reached said he could only do credit card. I should have just paid by credit card then and there. Afterward, I was transferred to two people who each transferred me because they couldn't find my account and then the call dropped. I have called back half a dozen times and every time now the call drops as soon as it is first transferred to the "partner company". I will happily wait on the line for hours to talk to a person and get this resolved, but I can't get through.
5. ONLINE, TODAY, tried paying by CREDIT CARD: Why didn't I add a credit card sooner? It said "link a debit card", and I forgot that it could be a credit card, too. Also, I was really hoping they'd just take the money from my linked account. Regardless, today I added a credit card and validated it using a code from a test charge. When I try to pay off the negative balance using the validated credit card, however, there is a message "This transaction failed because we were unable to verify this credit card through our card validation process." It's a VISA credit card. It's in excellent standing.
What am I supposed to do?
I can't transfer funds or pay off my balance using my linked account with plenty of funds because of software glitches, presumably.
I can't pay off my balance using a validated credit card for reasons I don't know.
I can't reach a person.
Yes, it is my fault for the negative balance (I stupidly assumed the money had already been taken from the account and so wasn't anticipating a charge. Super irresponsible, yes) and there ain't no rest for the wicked.
HOWEVER, I don't want to owe money. I can't reach a person. Please help me.

Ways to clear a negative balance.
1. Transfer funds from your bank account via the add funds function....however that may not be an option if it was the bank transfer that caused that neg balance as sometimes paypal disable the bank account to stop the risk of it happening again and you can't add funds to a balance via a card.
2. The quickest and easiest way is to get a mate or family member to send a payment via the friends / family option. As long as they don't fund it with a card it should be free.
3. Via a card over the phone with paypal.
4. Or mail a cheque as per link.

5. Buy something and Paypal will normally add the debt to that payment during checkout when you authorise the purchase.
