Hello @Tom157,
We're not able to transfer funds from an egift-card or gift card of any kind to your PayPal balance to then be transferred out via your Cash card. If the gift card is a Visa, MasterCard, Discover, or AMEX, you can add it as a regular credit / debit card and then use it during checkout, however you'll need to make sure it's registered at it's sponsor's website (ie. amex, vanilla, paypal-prepaid, etc.).

Hello @Tom157,
I'm happy to clarify a bit further as I'm not sure we're on the same page. By adding a prepaid gift-card, debit, or credit card on your PayPal account, the funds do not transfer over to your PayPal account balance. You can use that funding source at checkout through PayPal.
Purchasing a prepaid PayPal MasterCard at Wal-Mart would only only you to use those funds on that card through that card. That would not add the funds to your PayPal account balance. Unfortunately no, that would not be a functionality PayPal supports.
