Not directly. The only way is to use a bank account linked to both your PayPal and Neteller accounts, then transfer from Neteller to your bank account then pay with bank account through PayPal since you can't add money to PayPal in Philippines.
Or get a Neteller PrePaid MasterCard and link it to your PayPal and use it to pay with.
