How is that even possible? The reloading facility would have to accept PayPal and have PayPal Credit as an option. At best, if you can find a legit merchant that sells prepaid cards and accept PayPal as a way to buy prepaids and give you the PayPal Credit option, MAYBE. But I doubt any of that is lawful or available.
PayPal Credit is for purchases or for sending personal payments from your PayPal account to friends and family. You may not use the Cash Advance feature to Send Money to yourself.
