Received money, but cannot access it?

I would like to preface this by saying I have read the "What can I do with my personal PayPal account, PayPal Cash account, or PayPal Cash Plus account?" help article. 

To quote that article: "...For example, if someone sends you money and you don’t yet have a balance account, you’ll see an Accept the Money button. Once you click on it, you’ll see two options: Transfer it to your bank and Keep it in PayPal. Click Keep it in PayPal and follow the steps to get set up with PayPal Cash. This includes viewing the disclosures, user agreement and confirming your identity with us..."

 

In a nutshell, someone paid me for a commission online. I've been doing this as a small online business for a little over a year now with no problems. However for this one transaction, the customer has sent the money, but PayPal never prompted me on what I wanted to do with said money. I never got prompted to transfer it anywhere or keep it in my account. However, my account says I did in fact receive that money and is a completed transaction under my 'money in' activity tab. So the payment went all the way through. I can't access this money however, and it isn't in my PayPal account. So it neither stayed in my PayPal account, nor did it go to my bank, it just acts like it's floating somewhere and I cannot find it. I would really like to get this resolved, simply because that money I worked hard for is nowhere to be seen, yet PayPal insists it's in my possession.
