Still cannot link BPI Debit Mastercard

Now the eCommerce option for the debit card is available, we can link out BPI Debit MasterCard to PayPal but my card is still being declined after trying. I am sure that I enabled the eCommerce option in my BPI online and I am able to link my card onto other online platform but not in Paypal. Please help.

"Please take note that E-Commerce transactions where you are required to enroll your card details and subscription payments are currently not yet accepted."

"Enrolling your card details on websites" is not available yet but available soon, whatever that means.

Call customer service of BPI card to clarify if you can add card to PayPal.

So that's why my card was always declined. too bad I need to have my PayPal account verified but I do not have a credit card. This is just so sad for me.
