Transaction was sent to Credit Card Company as a Cash Advance Transaction - Quasi Cash Merchant

I made some purchases this weekend from a particular seller on eBay and while the PayPal invoice indicates they were all for good and services, they were coded to my credit card company as a Cash Advance Transaction. This caused my credit card company to charged a $10 Cash Advance Fee for each of the 3 transactions. I contacted PayPal and they said I need to dispute it with my credit card company since the PayPal invoices say goods and services. I attempted to get the credit card company to waive the fees, but they will not since it came through from PayPal as a cash advances. The merchant is listed as a Quasi Cash Merchant. I did not buy any money orders, travelers checks, gambling, etc, so I am not sure why PayPal sent this to my credit card company this way? I also spoke to eBay and emailed the seller, and there is nothing they did to cause this. I made other purchases that day from other eBay sellers, using PayPal to pay the sellers, and there was no issue with these other transactions being sent to my credit card company as a regular goods and services transactions. Everything points to PayPal since they sent the actual transactions to the credit card company. I have been on the phone multiple time with PayPal, and my credit card company today. I finally opened issues with PayPal online to have them documented in writing.
Has anyone ever had this issue and how did you get it resolved with PayPal?
