Transfer money from India to the UK

I sent money to my brother inlaw in India, he now wants to pay the money back to me but is unable to send the money back via western union, if he was to open a Paypal account in India would he be able to transfer money to my UK Paypal account? If yes how?

Way too complicated with a paypal India account.

Try moneygram, I used that a lot when my son was travelling all over the world and needed extra funds on a way too often regularity.
