Transfer to Wells Fargo debit card keeps getting decline

I’m tried to send my PayPal founds to my personal Wells Fargo card but it keeps greeting decline . Any reason why ?

Try withdrawing to your linked bank account. You should also call your card issuer to see if you have permission to withdraw to the card via PayPal.

But that takes 1-3 days and I've been unable to access my only funds for 3 days now not knowing that was the issue I've been doing instant transfers to this wells debit card for months! My phone does not have NFC and I can't use Google Pay linked to my PayPal acct. My cats need food and I need wine!! Why has this stopped working this has soaked hours and changed plans galore
