What does "rolling 30 days" mean please?

I have exceeded my "rolling 30 day" limit on transferring money from my Paypal account to my prepaid card. I was surprised not to find any previous questions on this. Maybe I'm just especially dense, but how do I know when this rolling 30 day period began, when it ends and therefore when I will be able to transfer more money to my card?

Any help would be greatly appreciated.

I think it's time to find an alternative. Paypal ain't what it used to be.
