Withdrawal transfers to Capital One 360

I added and verified my Capital One 360 checking account. The two verification transfers to my Capital One account and the transfer back to PayPal were all successful. However, when I try to transfer my PayPal balance to that account it shows the transfer to the bank was denied.

I contacted PayPal support by email and phone. Phone rep said that Capital One denied the transfer and to call Capital One. The email rep said that it's not possible to transfer to Capital One 360 accounts.

I called Capital One and they said that they don't block ACH transfers and pointed out that there were three successful transfers from/to PayPal. The two PayPal sends and the one it withdraws when validating a newly added bank to PayPal.

I now get the following message when I attempt to do that transfer again, or transfer to my USAA bank account (that I have used many times in the past).

"Right now, we’re not able to complete this transaction. Please try again later."

I searched and some people seem to be able to transfer from PayPal to their Capital One 360 account.

Can anyone confirm whether or not it is possible? I've got a bill that's due and I need my money ASAP. Thanks!

I didn't even get that far - every time I add my Routing- and Account-Information I get the same error message in PayPal "... not working right now, please try later..." - and later never comes...

Is there anyone who can confirm linking with a Capital-One 360 is actually working in 2020? Or is there something deeper going on? If not, this is a non-starter for me.
