cash my brothers stimulus check

My brother is homeless with a expired id card. He had his stimulus check sent to my residence. I am a pay pal customer thru ebay, can my brother endorse his check over to me so i can cash it?

Checks deposited through Cash a Check must be made payable to you. Signing over a check would not be sufficient. I'm sorry for the inconvenience.
