how to confirm receipt so the seller can get his money?

hello, I recently bought an item, and the seller did in-hand delivery (we are in the same town). so now I would like to confirm receipt so the seller can get his money
the issue is I don't have "release funds" on that transaction. I tried to call PayPal support and did all the troubleshooting steps they provided like:
- try to wait (its been almost a week since the transaction)
- try another browser or phone (did not help)
- try restarting pc (lol what? did not help anyway)
- try to change your password (did not help either)
- try clearing your cookies (I tried even reinstall the browser and its the same issue)
the item is in my possession for a week and its in good working condition and the seller can not access his money
my question is can PayPal support release the funds on my behalf for the seller? how do I go about it?

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.
If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner. This is not always available or guaranteed.
If not then sadly its 21 days.
