I'm pretty sure you can only use pay pal balance or bank account to fund "gift" money, or send for personal. Or so I was told. If you claim it as "goods" or services you should be able to, or to pay an invoice.

Hi deena123304, and welcome to the PayPal Community! 🙂
You can use your credit card to send a personal payment. If you use your bank account or PayPal balance, there is no fee. If you use a credit card, there is a fee of 2.9% +$0.30 CAD. The page was likely prompting you with an opportunity to use a fee-free alternative for sending the payment. 🙂
Have you tried again since your original post? Please let us know how it worked out!
Olivia
