Unable to use paypal after one small returned amount. I paid the seller already!

Please help, I had one small payment of 19.00 returned from my bank account. My paypal account is now negative 19.00.

I selected the option to pay it, and now when I try to pay for a new item I bought, it tells me I am unablr to?

One payment and I am blocked from paypal?

Does anyone know what I csn do??
